What are the boundaries on shifting forms?

Sometimes shifting animals can have animal ears.

Yori for example. He is a cat shifter and has cat ears and tail.

Peter is a *raven or falcon...* and can shift so he has wings, but are only for a certain amount of time on flying (unless you are in your full on animal form, then it is unlimited.)

The council. Blank and Unknown are "Profits" of the realm. Hades and Yuko are their Archangels, Blank and Unknown help crack some cases and are very valuable to the 'Council' and Monty wants to learn about them as in personal information and the Council is planning on executing her, but Blank and Unknown gave their Archangels to her for a temporary time for protection from the Council.

I see... Being dead is quite interesting. In that case, why don't we make use of Saku? He is a mercenary, so to speak. They could pay him to go kill her then in the middle of the fight he could be like "this is way too much work for the crap pay, what's going on?" Seeing as how theres archangels in the mix it won't be easy. Either that or he's somehow convinced to do the opposite and actually flip roles on the council. Just throwing some thoughts out there. It could get the guys to "know each other more". Lol.

(It is possible to be defeated. If anyone manages to make a deal with Unknown or Blank they can ask for their Archangels and then they'll be defenseless for being "Profits of the Realm" Just so I'm not powerplaying x.x, but it does make 'em look pretty epic e3e xDD)
