There is nothing CS staff can do about what people say offsite; they can only hand out punishment for bullying if it happens on-site (including if someone were to link an offsite page about it on CS itself), and they don't have the power to close down someone's blog. They don't have authority over the things that people say on tumblr etc, so the most they can do is to keep an eye on whether or not anything does happen to get posted on CS.
(As a side note, DD is a regular user and not a staff member, so they do not have the power to discipline members, and sketchi is an artist, meaning that while they are a staff member, they don't have mod powers.^^)
I am aware of that but Da Dwarf knows the other staff and she does most of the work anyway. Sketchi is a artist yes, but she is a staff member meaning Tess might listen to her. Even if staff on Tumblr won't due it, it should be reported anyway so there is a reported incident. Chicken Smoothie being a ally of this could help.
You don't need to be friends with / personally know the staff for them to listen to you about a problem. If you are having a problem on CS and report it, you will be taken seriously and the same procedure will be followed regardless of who you are. Every report and help ticket is seen and handled; whether staff know you or not makes absolutely no difference. (And in the case of bullying, the person being bullied should be the one to report it anyway, as someone who is not directly involved often doesn't know the full story and doesn't have access to private content staff may need to see, such as PMs or trades.)
But in regards to Tumblr blogs or other off-site content, I'm afraid Zel is right. The blogs are not affiliated in any way with CS and so there is unfortunately nothing CS staff can do about it unless the bullying extends to or is linked on CS, and then staff are only able to deal with what's happening on-site, not moderate or close down the blog itself. You'd have to contact the Tumblr staff if you want anything done about it.
